RS Logistics’ Roorkee Automatic Testing Station reinstated after a brief hiatus

In a significant development for Uttarakhand’s transport sector, the Ministry of Road Transport and Highways (MoRTH) has reinstated the AFMS access of M/s RS Logistics, Haridwar, the operator of the Automatic Testing Station (ATS) at Roorkee. The reinstatement order, issued on October 13, by the Ministry’s Transport Section under the signature of Under Secretary Yatender Kumar, comes into effect immediately, marking the reopening of the Roorkee ATS for vehicle fitness certification.

 

According to the ministry’s communication to the Transport Commissioner, Government of Uttarakhand, the AFMS access of RS Logistics was revoked on September 1, 2025, following certain complaints received during routine monitoring. The suspension was part of a nationwide review of ATS operations, during which five centers — one each in Jaipur and Uttarakhand and three in Bihar — were temporarily deactivated pending inquiry.

 

Following this, a detailed technical investigation was conducted by an independent government agency under the Ministry of Road Transport and Highways. The Revalidating Authority carried out a comprehensive audit of the Roorkee center, examining its equipment, testing standards, and data integrity. The audit report cleared the Roorkee facility of all allegations, confirming that it was functioning in full compliance with prescribed norms and operational protocols.

 

Based on these findings, the ministry ordered the immediate reinstatement of the Roorkee ATS, recognizing its adherence to transparency and technology-driven vehicle testing. “The reinstatement reflects the integrity and compliance maintained by the Roorkee center in accordance with national standards,” said a senior official of MoRTH.

 

With the reopening of the Roorkee ATS, commercial vehicle operators in Haridwar district and nearby areas will no longer need to travel over 30 kilometers to Bhadrabad or Dehradun for vehicle fitness certification. The move is expected to save time, fuel, and operational costs for thousands of transporters while restoring convenience and efficiency in vehicle testing and certification.

 

“The reinstatement of the Roorkee ATS is a positive step toward restoring confidence in Uttarakhand’s automated vehicle testing infrastructure and reaffirms the government’s commitment to transparency, fair investigation, and ease of business,” said an official from the Transport Department, Uttarakhand.
