Sub-inspector Sandeep Pilkhwal, the in-charge of Bazaar Police Post in Rudrapur, Udham Singh Nagar district, has once again come under public scrutiny. A recent viral video shows the inspector allegedly assaulting a Sikh youth during a routine bike check. This incident has ignited widespread anger among business and social organizations, who have now planned to protest against Pilkhwal and are seeking action from the Senior Superintendent of Police (SSP).

*Latest Incident: Sikh Youth Assault*
In the latest controversy, Inspector Pilkhwal was caught on camera mistreating a Sikh youth under the guise of a bike inspection on Wednesday night. The 2 minute video, which has rapidly spread across the city, depicts the inspector using excessive force and disrespecting the youth. This incident has not only raised concerns about police conduct but also stirred significant unrest among various community groups. Local organizations are planning a protest and will be meeting the SSP to demand disciplinary action.

One of the business leaders from Rudrapur said, “We cannot tolerate such behavior from an officer meant to protect citizens. Immediate action must be taken.”

*Previous Allegations:*

*17 Mile Police Post Controversy (January 2023)*
This is not the first time SI Pilkhwal has been accused of misconduct. In January 2023, he faced severe backlash after allegedly beating rural women at the 17 Mile Police Post, located at the Uttar Pradesh border under the jurisdiction of Khatima Police Station.

According to eyewitnesses, the inspector entered a home in Nausar village, dragged out an elderly man, and detained him, sparking a protest led by local women. Shahna, one of the protesters, said, “The police barged into our house, beat us, and forcefully took my father to the police post. We demand strict action against the inspector.”

In defense, Khatima Circle Officer Veer Singh had then said, “The police were responding to a land dispute between two parties. During the altercation, the post in-charge, Sandeep Pilkhwal, claimed that he was attacked. We have registered a case against Peer Mohammad and his family for obstructing government work. The allegations against the inspector will be investigated thoroughly.”

*Alleged Misconduct Against a Journalist and His Family*
In another incident, a journalist from Khatima and his family accused Pilkhwal of wrongful detention and physical assault in August 2022. The journalist’s son was involved in a minor dispute with friends, following which the police detained him and his friends. When the journalist intervened, identifying himself, Inspector Pilkhwal allegedly abused and assaulted him, locking him up overnight under section 151 of the IPC.

Kumaon Journalist Council President Ashok Gulati commented on the issue, saying, “This is a violation of press freedom. If no action is taken within three days, journalists from the entire region will rally together and demand justice.”

*Incident at Barahani Police Post (August 2019)*
SI Pilkhwal’s controversial conduct dates back to 2019 when he was in charge of Barahani Police Post under Kotwali Bazpur. In this instance, the inspector was seen in a viral video allegedly bullying women while attempting to arrest a suspect. The video shows Pilkhwal unbuttoning his uniform and accusing the women of tearing it, despite evidence suggesting otherwise. Following the incident, the women faced legal charges, but an inquiry was ordered after the video surfaced.

CO Bazpur had then commented on the matter, “The incident involving SI Pilkhwal is under investigation. We have received the viral video, and SSP Udham Singh Nagar has ordered a detailed inquiry. Strict action will be taken based on the findings.”

*Mounting Public Pressure*
SI Pilkhwal’s actions over the years have led to widespread criticism. Many locals believe that he has repeatedly abused his power, from harassing innocent citizens to manipulating legal procedures to cover his tracks. Despite these serious allegations, he continues to hold his position.

Public resentment is growing, and various organizations are calling for his immediate suspension. “We have had enough of this officer’s bullying,” said Sanjay Juneja, city president of the traders’ union. “It’s time for the administration to take firm action and ensure justice.”

SSP Udham Singh Nagar has yet to issue a formal statement regarding the most recent incident, but sources within the police department have indicated that an internal investigation is underway.
