Uttarakhand police under pressure as shortage of personnel strains law enforcement

In Uttarakhand, maintaining public safety is a growing challenge for the police as a personnel shortage stretches resources beyond standard limits. With one officer tasked with safeguarding 422 people—nearly double the United Nations-recommended ratio of 222 people per officer—the police face significant strain in fulfilling security demands.

The state’s population of over 1 crore, as per the 2011 census, is spread across 53,483 square kilometers, with a density of 189 persons per square kilometer. Despite the expanding population, the police force has not proportionately increased. Of the 28,298 sanctioned police positions, only 24,000 are currently filled, leaving 4,298 vacancies.

According to police data, Kumaon, a region comprising six districts—Nainital, Udham Singh Nagar, Almora, Pithoragarh, Champawat, and Bageshwar— and having a population of 42.25 lakhs, faces particularly severe shortages. With only 6,097 police personnel covering these districts, each officer is responsible for an average of 693 individuals. This figure excludes personnel assigned to local intelligence and the fire brigade.

The personnel deficit has led to extended working hours and increased stress within the force. Officers frequently work over 12 hours a day, often without adequate leave. In the last five years, over 1,200 police personnel across the state have opted for voluntary retirement, citing job-related stress and limited opportunities for rest.

“The demand for police force is high in every district,” said IG Nilesh Anand Bharne, Uttarakhand Police Spokesperson. “Efforts are underway to fill the vacancies, with plans to recruit 2,000 new personnel soon. The recruitment process will begin shortly, and the posts will be filled according to set standards.”

The mounting stress on the police force is further compounded by a steady rise in crime. Udham Singh Nagar, a district known for its crime sensitivity, has reported more than 140 homicides since 2021. Drug trafficking has increased in hilly districts, including Nainital, where incidents of theft and other crimes have also surged.

Despite these challenges, Uttarakhand police remain committed to maintaining law and order. The upcoming recruitment drive is part of a larger effort by the government and police department to strengthen security measures across the state. As Bharne added, “We are focused on reinforcing police security to ensure the safety of the people.”
