Rudrapur, a city once known for its harmonious relations between law enforcement and the public, now finds itself entangled in a storm of controversy. Recent incidents involving the local police have drawn sharp criticism, questioning their adherence to the values enshrined in the slogan “Mitra Police” — the Uttarakhand Police’s branding as ‘friendly protectors.’ Two high-profile cases have surfaced, casting a shadow over the force’s integrity and commitment to public service.
The first case involved Sub-Inspector Sandeep Pilkhwal, stationed at the Bazaar police outpost. What began as a routine interaction quickly escalated into an ugly altercation with a Sikh youth, sparking outrage. Witnesses claimed that Pilkhwal not only misbehaved but resorted to derogatory remarks, disregarding the dignity of the individual involved. The community’s response was swift and vocal, leading to widespread protests. The controversy intensified to such an extent that Pilkhwal was promptly transferred to police lines. While disciplinary action was taken, it is difficult to shake off the question: Is this an isolated incident, or does it reflect a deeper problem within the force?
In a separate incident, a constable in the Transit Camp area physically assaulted a functionary of the Bharatiya Janata Party (BJP). The police brutality against a member of a ruling political party triggered immediate retaliation. Enraged locals gheraoed the police station, demanding accountability and justice. This act of aggression, particularly against a political figure, has exposed the growing disconnect between the police and the very public they are sworn to protect.
These incidents are not just aberrations. The rise in recorded cases of police misconduct has coincided with the proliferation of mobile phones, capable of capturing every moment in real time. The widespread use of technology has helped to reveal the dark side of policing, where unchecked power can often translate into abuse. What was once hidden in the shadows of the khaki uniform is now being recorded and shared, igniting public outcry and calls for reform.
The slogan “Mitra Police” suggests that the police are allies of the common man. However, these recent events present a stark contrast to that image. Sanjay Juneja, president of the city traders’ union, did not mince words when he referred to these errant officers as “goons in uniform.” His statement encapsulates the growing frustration among Rudrapur residents, who now feel more vulnerable than ever. As the protectors turn aggressors, fear of authority replaces faith in justice.
It is high time for senior police officials to step in and reassert the values of respect, service, and integrity among their ranks. There is no place for brutality or misconduct in a democratic society, and common citizens should not be made to feel like criminals. Police stations, which are meant to serve as bastions of justice, have instead become places of fear, where people hesitate to seek help due to the intimidating aura of the uniformed personnel. If the Rudrapur police do not change their ways, they risk further alienating the community they are meant to serve.
The situation in Rudrapur is a reminder of the broader challenge facing law enforcement in India. Police brutality and high-handedness are not new phenomena, but they have become far more visible due to the presence of cameras in every pocket. As images and videos of these incidents go viral, the pressure mounts for transparency and reform. In western countries, law enforcement agencies have undergone significant training and reforms to bridge the gap between the police and the public. It’s high time that the Rudrapur police — and indeed, police forces across the country — follow suit.
For a society to thrive, its protectors must be seen as allies, not oppressors. The police are entrusted with maintaining peace and upholding the law, but how can we expect a healthy, functioning society if the public is terrified of their so-called protectors? It is not only the responsibility of the police leadership but also the government and civil society to ensure that law enforcement officers operate within the bounds of decency, respect, and accountability. The time for change is now, and Rudrapur’s citizens deserve nothing less.
